Canadian Prime Minister Mark Carney embraced the overture in an address to the European Parliament, outlining a vision of "strategic autonomy through deep cooperation" spanning trade, defense, industrial policy, science, space exploration and artificial intelligence. Carney also proposed Canadian participation in the EU's Erasmus student exchange program and its Horizon scientific research initiative, signaling ambitions for integration that go well beyond conventional trade agreements.
